First of all you decide whether or not you really want one. If you decide that you do, then you should realize that it is a lot of study and work. Then, if it still sounds interesting to you, here is what I suggest.
STEP ONE (1)
1..Sign up and get a free Yahoo geocities web site.
2..Go into your File Manager and start looking at all the Buttons and stuff and realize that you are going to need to know what all that stuff does.
STEP TWO (2) .. (if you’re still here)
3..Start learning what all that stuff does.
4..Decide whether you want to use a Template or learn the Editing Languages (html-javascript-css) to make your webpage/s.
5..Study the methods of using a Template.
6..Study the Editing Languages.
7..Study the possibility of getting someone else to do it for you.
8..Make a tentative beginning on (5), (6) if (7) didn’t work.
If you are still here then maybe you do have an interest in making a webpage.! If so, then you already have the easy stuff done! Congratulations!!

use NVU editor (www.nvu.com), it’s free and wont tie you down to one method of editing. NVU pages can be transferrable to frontpage or dreamweaver html editor

Try to think of content that you are passionate about – e.g. a hobby, interests, tutorials, sports, celebrities, software, etc.
Best to buy your own domain and pay for a host. But maybe try a free host, then upgrade to one of their paid plans (e.g. Netfirms), once you are confident with your site…
You can start easily with a web editor like front page 2000 or the popular free NVU. Then maybe start by signing up with a free host, e.g. Netfirms Basic from http://www.netfirms.com/ or the popular http://www.110mb.com/ Many free hosts have their own free web editors.
Perhaps download and use a free template from one of many templates web sites, e.g. http://www.steves-templates.com/ then up load your site to your host (use a free FTP program to upload your site – e.g. core FTP). Then you can promote it in forums, search engines, directories, etc, if you want.
You could start with a blog as well, e.g. try the Google’s blogger or the advanced wordpress (which you can add plugins for enhancement), or use the simple Google Page Creator (You need a Gmail account) – easy to set up for a beginner.
Later on though, it might pay to learn html/JavaScript/PHP etc, which allows more flexibility to design and modify your web site. Then maybe upgrade to a paid host and domain, which will possibly yield more features (scripting, bandwidth, increased storage space, email accounts, etc) and more ownership of your site…
